1.0.28.28: delete %RAW-BITS and %SET-RAW-BITS

%VECTOR-RAW-BITS and %SET-VECTOR-RAW-BITS are exactly the same functionality
without the weird dancing with SB!VM:VECTOR-DATA-OFFSET.
