1.0.29.12: nicer DX capability conditionalization

 * New *FEATURES*: :STACK-ALLOCATABLE-LISTS, :STACK-ALLOCATABLE-VECTORS, and
   :STACK-ALLOCATABLE-FIXED-OBJECTS filled in by make-config.sh.

 * Use them instead of #!+(or arch1 arch2 ...).
