Declare types of END and TEST in N{LIST,VECTOR}-SUBSTITUTE-IF[-NOT]*

The types of END and TEST are known because the respective callers are
defined with DEFINE-SEQUENCE-TRAVERSER which checks/COERCEs
appropriately.
