DESCRIBE improvements

 * Nicer DESCRIBE for type designators. Use TYPEXPAND-1 to get it done right.

 * Bind *PRINT-CIRCLE* to NIL around lambda-list printing, but compensate with
   *PRINT-LEVEL* and *PRINT-LENGTH* for sanity's sake.
